How big is your city? Comercial do not really take off until your city grows.

I recommend changes in the industry to create jobs. Only the mean density of the industry, the high density and give too much pollution. In addition, when your training is high and the value of the land is good (lots of wind mixed with industrial areas), you get the high-tech industry, the very low load.

Adding more parks can also help. Check the value of land and desireability cards to see which areas are good against evil.

Keep your tax rate low, and below 7%. 5-6% is good. This can be cut to funding sources for health / fire / police. Do it anyway. I noticed Sims are more interested if the tax rate is lower than if the services are good move.

Oh, and the areas that have good water supply. If you have difficulty to control with good water quality despite the construction of a large number of pumps, each pump to see what works. Efficiency deteriorates slowly over time, but still eating taxpayer dollars. Destruction of the old pumps and build new ones.

Look at the kind of news at the bottom of the screen. Sometimes a city will stop growing because they want a commercial airport, or a stadium or something peple want. The new bar will keep you informed.
